Modernisation of Curricula Certification & Assessment in Vocational Education for Youth and Adults (MOCCA)
The Phare MOCCA programme contributed to developing a flexible, innovative and sustainable VET system in Slovenia. More in particular, with Phare support the VET system developed towards:
- integrating youth and adult education,
- becoming a pillar of a lifelong learning system and
- contributing to a successful integration of Slovenia in the European Union.
The MOCCA programme consisted of two components. Their general objectives were:
- to strengthen the innovative and qualitative aspects of the ongoing VET reform and
- to support the formulation and implementation of pre-accession measures in the area of VET, including the development of a certification system.
A consortium consisting of Aalborg Technical College (Aalborg, Denmark), BBJ SERVIS (Berlin, Germany) and Cito (Arnhem, Netherlands) provided technical assistance. Cito was involved in the following areas:
- stocktaking, clarification of concepts and definition of methodology;
- development of accreditation and assessment procedures;
- development of a registration and information system;
- staff training
Cito has contributed to these activities by various experts collecting and reporting on relevant information and experiences; by the giving of and the participation in various workshops, by working out technical documents and by organising study visits. The nature of the Cito's assistance has been such that the Slovenian experts in VET have been able to relate Slovenian developments of VET to the European (EU) and more specifically to the Dutch situation, with the idea that Slovenia may benefit from experiences gained elsewhere and will be able to co-operate within the EU.
