Assessment and Examinations Project
The project for the Ministry of Education in Macedonia comprises training and consultancy to set up the institutional and logistical infrastructure for national assessment and examinations that should meet the basic purposes of certification, selection and public information on the quality of education.
A main focus of the project is to assist the new Assessment Unit of the Pedagogical Institute of Macedonia with the introduction of national assessment in mathematics and mother tongue at the 11+-age level.
Cito's technical assistance covers all the important aspects needed for the establishment of a modern sustainable national assessment system: test construction, test production, administering and logistics of national assessment and exams, developing questionnaires, sampling techniques, organising pre-tests and the analysis and reporting of results of the pre-test and of the actual exam.
The assistance also comprises the preliminary steps to introduce a modern system of examinations in Macedonia. Cito assists the Assessment Unit in preparing reference guides, including exam models, piloted specimen tests, marking schemes and procedures for administration and analysis which could serve as standards for a future system.
The technical assistance team consists of key consultants in the field of training, administration and logistics, psychometrics, national assessment and PR and of subject consultants. Besides Cito consultants, the team of experts includes two experts from Slovenia.
In general, the partnership between Cito and the Assessment Unit has build the capacity of the latter for organising examinations and national assessment according to professional standards and maintaining professional public relations.
