Support of Education Reform in the Republic of Georgia

The Republic of Georgia has applied to the World Bank for a possible Education Credit. Cito assisted the Bank and the Ministry of Education of Georgia in the identification and preparation procedures.

For this purpose, Cito gave advised to the Georgian Minister of Education in preparing a detailed design of the assessment and examination sub-component of the Georgia Education System Realignment and Strengthening Programme, which would develop and implement performance and content standards and a national assessment and examination system for core subjects in basic education. This activity comprises an analysis of the existing system, advice on improvements and political decisions needed to bring these about, design of the physical and institutional infrastructure for a modern system for standardising, monitoring and controlling the quality of educational outcomes in Georgia, and development of the implementation plans for this infrastructure, including terms of reference for international technical assistance to the implementation.

As part of its assignment, Cito gave training to the Georgian Assessment Unit in the pre-project phase of its existence. This Unit would become responsible for professional development and administration of instruments for educational assessment. The training would result in grade 9 pilot exams for mathematics, the Georgian mother tongue and English as a foreign language. For the latter, Cito has co-operated with experts from the British Council. Cito's technical assistance covered all the important aspects needed for the establishment of a modern sustainable examination system: test construction, examination production, administering and logistics of exams, organising objections and the analysis and reporting of results of the pilot exam. The pilot exams would introduce some aspects that are innovative for the Georgian situation, such as the assessment of functional reading literacy in the Georgian mother tongue and English, and application of maths in daily life situations.
