Cito provides consultancy abroad on all issues related to Cito's expertise. Cito advises on the development of test and exam organizations, capacity building, implementation of test and examination instruments, and educational policy issues.

These activities are often integrated into larger contracts for the support of educational innovation abroad. Cito has experience in Central and Eastern Europe, in the Balkan States, the Russian Federation, Azerbaijan and other former Soviet republics, South Africa, Central America, Aruba and the Netherlands Antilles.
